The primary function of the Alpha Kappa Psi Judiciary Committee (JC) is to help protect the reputation of the fraternity through use of the risk management polices. The JC is both proactive and reactive in nature. It maintains resources and tools for chapters and volunteers to assist with the education of risk management issues. The reactionary function of the JC is to investigate the actions of chapters, members and guests that may have violated policies or be considered detrimental to the fraternity.

The JC is appointed by the board of directors and is tasked with:

  • Acting as a consulting body for any chapter (student or alumni) disciplining its members according to the fraternity’s governing documents;
  • Serve as the investigative body for any cases in which the chapter/Regional Management Team is unable or unwilling;
  • Serve as the investigative body for any matters involving the investigation of a chapter;
  • Provide ongoing review of fraternal governing documents to ensure their integrity as those documents pertain to disciplinary matters (including updates as mandated by changes in US/Indiana law);
  • Reviewing cases which were adjudicated by other parties;
  • Provide educational information for safe risk management practices; and
  • Any additional duties as assigned by the Board of Directors.

JUDICIARY COMMITTEE MEMBERS

Chairman - MC Moore, Virginia Tech, '86-Life
M.C. was a freshman initiate of Alpha Kappa Psi in 1986 at Virginia Tech where he received a BS in business (1989). He has held leadership positions at the chapter, regional and fraternal levels. His experience dealing with disciplinary matters dates back to his position as a chapter officer. As master of rituals, he administered the chapter’s positive merit point system, supervised routine disciplinary matters, and maintained the chapter’s bylaws. As southeast regional director, he provided guidance during numerous investigations to volunteers and chapter officers as they navigated the fraternity’s Constitution and Statutory Code. At that time, his work has ranged from drafting chapter corrective action plans to overseeing the suspension of a chapter for policy violations as a fraternity vice president. He was closely involved in the re-integration of disciplinary procedures into the Statutory Code ratified during the 1999 Chapter Congress. He assisted the Constitution Committee in disseminating changes from the 2001 Chapter Congress into the standard bylaws for chapters produced thereafter. He was appointed the first chair of the Judiciary Committee in 2003. Notable accomplishments include overseeing the establishment of the committee, creation of a committee-level operations document, and the overhaul of the policies and procedures dealing with disciplinary matters ratified during the 2005 Chapter Congress and by the fraternity’s board of directors.

Vice Chairman - Jeff Frank, Eastern Michigan '86-Life
Jeff received his BBA in business information systems from Eastern Michigan University in 1987, shortly after having become a member of the Zeta Kappa Chapter and serving as its master of rituals. Although his tenure as a student member was short, he took the life-long obligation to heart and has been active in the fraternity ever since. Previously, he's served as president, treasurer and chapter advisor for the Motor City Alumni Chapter, district director, and Eastcentral regional director; chaired the standing Constitution Committee; and was a member of the ad hoc Web site Committee. Outside the fraternity, Jeff is a Senior implementation consultant for WorkForce Software in Livonia, Michigan. He guides the installation and configuration of the WorkForce time and attendance solution for companies across a broad spectrum, with a primary focus on clients and business partners who have complex needs. He enjoys traveling and SCUBA diving and spending time with his daughter, Erin.

Staff Liaison - Brian Parker, Indiana '93-Life
Brian, a graduate of the Kelley School of Business at Indiana University, was initiated into the Beta Gamma chapter in 1993. After a short time in the commercial banking industry, he joined the professional staff of AKPsi in June 1997. Brian started as an expansion coordinator before being promoted to the director of member services position in spring 1998. In February 2001, he accepted the position of senior director of finance & expansion. Brian currently serves on the alumni corp. board of directors for the Beta Gamma Chapter. Brian is originally from Fort Wayne, Ind., and enjoys watching IU basketball and spending time outdoors. He is an avid NASCAR fan and also enjoys spending time with his two cats and camping. Brian received the Silver Distinguished Service Award at the 2007 convention.

Director - Robert Branton, Alabama '03
After a six year career in public safety as a police officer and fire fighter in the Panama City, Florida area, Robert enrolled at the University of Alabama in 2003 and pledged the fraternity in the fall of 2003. During his tenure with Alpha Rho, Robert held the postition of VP of administration for two years. He graduated in 2006 with a BS in commerce and business administration majoring in management information systems and computer science. As an alumnus, Robert serves the Southern region as the regional operations manager and sectional director and now sits on the fraternty's Judiciary Committee. Professionally, Robert works as a software engineer with Intergraph Corporation in Huntsville, Alabama where he customizes and implements software for Police, Fire and 911 Centers across the country.

Director - Karl A. Sakas, CFV,William & Mary ‘01
Karl received a BBA in operations & information systems from the College of William & Mary in Virginia. Since pledging Alpha Kappa Psi as a freshman at Omega Chapter, he has served as a section director, chapter advisor, and master of rituals. Karl currently serves on the Judiciary Committee and the Membership Task Force. He created the Fraternity’s Corporate Sponsorship curriculum and has presented to students and alumni at Alpha Kappa Psi events since 2006. As the owner of Heritage Rail Business Consulting, Karl helps tourist railroads and private railcar owners use marketing to make more money, so his clients can preserve history and keep the trains running. He lives in Raleigh, North Carolina.

Director- Chrissy Vasquez, Arizona State '98-Life
Chrissy graduated with a degree in Marketing from Arizona State University in May, 2002. She joined the fraternity in 1998 when she was initiated into the Iota Xi Chapter, the very same chapter her dad was a founding father of in 1972. She served in many executive positions and was bestowed the DSA-Bronze first degree in 2000 and the DSA-Bronze second degree in 2002. Upon graduation Chrissy joined the Heritage Center staff as an expansion coordinator. After her tenure as expansion coordinator she was promoted to director of member development and ended her staff career as director of chapter services and risk management. Chrissy is currently membership and database manager at the Indiana State Museum Foundation. Chrissy loves football, playing golf, music and home improvement projects. An avid fan of college football, Chrissy enjoys rooting on the Sun Devils and Hokies. Chrissy received her MBA from Indiana University in 2007 and was recently published in Business Horizons Journal.

Director - Heidi Waller, Arizona State '95
Heidi is a graduate of Arizona State University with a degree in Finance and a JD. She has served the fraternity as Arizona State’s (Iota Xi) executive vice president, pledge director, chapter advisor and vice president and secretary of the local alumni chapter. Heidi has Big 4 accounting firm experience and is now employed with Grant Thornton as a tax consulting Senior Associate specializing in the research & development tax credit and accounting method changes. Previous employment includes a term as a criminal prosecutor for Maricopa County, the 4th largest prosecuting agency in the nation.

Director - Randy Wehmeyer, Southeast Missouri State '85-Life
Randy pledged the fraternity in the spring of 1985 with the Zeta Omicron Chapter at Southeast Missouri State University where he received BS in business administration – management, and a Bachelor of Science Degree – mass communications. While in school he served as warden, master of rituals, and president. Since graduation Randy has stayed active with the fraternity, serving as district director for the Zeta Omicron chapter from 1987-97. In 1999-00 he helped colonize and install the Rho Upsilon Chapter at Missouri Western. In 2000 he helped colonize and reactivate the Alpha Lambda Chapter at Washington University and served as chapter advisor from 2001-05. He joined the St. Louis Metro Alumni Chapter in 1991 and has served in many offices, including director of public relations, treasurer, VP of membership, and president. He has served on several fraternity committees, and has been appointed warden for every Chapter Congress Meeting since 1993. Professionally, Randy is the sales and marketing manager for Dad’s Cookie Company in St. Louis.
